In January, Peoples Gas proposed raising rates once again — by an average of $10 to $11 per month. That’s on top of a decade of rate hikes that have effectively doubled what Chicagoans pay for gas delivery.

The primary driver of escalating Chicago heating bills: Since 2011, Peoples Gas has spent billions of dollars to replace old iron pipes at heightened risk of failure.

But the program has been plagued by delays and cost-overruns. Last February, utility regulators ordered Peoples Gas to reform its program to better focus on addressing safety risks. Unfortunately, instead of embracing reform, Peoples Gas is doubling down on its expensive, ineffective approach.
